President

Mr. Andre Rodriguez serves as Executive Chairman and President of Schwob Energy Services, LLC, (“SES”), a General Contracting firm specializing in the Oil & Gas Production and Processing industry since 2008. The firm, which is headquartered in Dallas, TX, and which has been touted by several industry periodicals as “one of the most dynamic oil and gas general contractors in the business” was acquired in 2018 and subsequently merged with Mr. Rodriguez’s pre-existing firm, PFS Construction, LLC. Mr. Rodriguez was the Founder, Chief Executive Officer and President of PFS.

As an industry leader with over 12 years of experience in the petroleum industry, Mr. Rodriguez has a proven track record of success as both an entrepreneur and business developer through his varied M&A activities. Throughout his career, Mr. Rodriguez has had significant executive experience as an owner, investor, operator, sponsor and equity partner. In addition to his career in the Oil & Gas industry, Mr. Rodriguez holds numerous investment interests spanning several industry sectors including: (Real Estate, Medical Supplies and Instruments).

Mr. Rodriguez holds a Bachelor’s of Business Administration degree with honors from The University of Missouri’s Trulaske College of Business.

Harlan Smith

Chief Executive Officer

Harlan Smith is the CEO for Schwob Energy Services, LLC. Mr. Smith was a former Co-Founder of SES and previously served as its President. Mr. Smith successfully organized the sale of Schwob Energy Services, LLC to Efficient Construction Operations in February of 2019. He started SES in 2011 to capitalize on the expansion of oil and gas production in the United States, after leading a successful year-long oil and gas project in Iraq for ExxonMobil. Under his leadership, SES ultimately became a leading Midstream construction company performing work across the United States, setting over 670,000 total compression HP. Mr. Smith’s new responsibilities with SES are focused towards market expansion, extended reach and successful growth, driving the Company’s recognition as a major Mechanical, Electrical and Instrumentation services provider in the Oil and Gas energy markets. Prior to SES, Mr. Smith was a VP with Schwob Building Company. While there, he initiated a new niche opportunity for SBC, leading to the construction of numerous Bulk Cement and Acidizing Plants for Halliburton, BJ Services and Schlumberger. He also worked as a Project Manager for Lee Lewis Construction in Lubbock, TX and managed several major projects on the Texas Tech Campus. Mr. Smith graduated from Texas Tech University with a BS degree in Construction Engineering.

Chief Financial Officer

He has led high-growth organizations through transitions, from startups to enterprises exceeding $500M in revenue, 2,500+ employees, and 1.2B+ in assets under management. With a strong focus on financial transparency, strategic expansion, and operational control, Shayne specializes in leveraging technology, financial planning and analysis, internal controls, and change management to optimize business performance. His expertise spans multiple industries including construction, development, real estate investment, insurance, and mortgage, where he has successfully implemented scalable financial infrastructures, business analytics, and forecasting models to support rapid growth. Before that, a decade in Pre-Construction Services at EMJ saw him develop acclaimed retail power center projects. Alba joined Schwob Energy Services in 2023 as Controller and was subsequently promoted to Vice President of Finance and Accounting. In this role, she oversees the company’s financial operations and leads initiatives to enhance efficiency and performance across the organization. Prior to this role, she was Global Finance Director at Altos Planos Collective, where she built financial systems and reporting structures from the ground up. At Habitat for Humanity, she enhanced financial statement accuracy, reinforcing transparency and accountability. In Latin America, Alba played a pivotal role in scaling the region’s leading microfinance operation tied to store credit for Colombia’s largest furniture retailer and helped launch operations in Panama. Earlier in her career, she held leadership roles at Millicom (CELCARIBE S.A.) and MPS Mayorista de Colombia S.A., where she led financial reporting, compliance, and accounting transformation initiatives.
